New proposed law is to make Denmark greener by introducing a kilometer-based road toll

On 29 March 2023, the Minister of Taxation presented a law to introduce a kilometer-based road tax. The law must be consistent with the Agreement on kilometer-based road tolls for trucks, which the previous government settled in June 2022 with several parties in the Danish Parliament.

The proposed law contains the following initiatives:

CO2 emission

From 1 January 2025, it is proposed to introduce a road toll that is differentiated according to the trucks’ CO2 emissions. It is also proposed that in cases where the owner and user of the truck are not the same, this road toll will first be charged from the user. If the user does not pay, the amount will be charged to the owner. How the owner and user will distribute the expenses between them is solely a matter of private law.

Road network

It is proposed that the road toll network must include most of the state road network and several municipal areas, including all public roads in environmental zones (approx. 10,900 km.). At the same time, it is proposed that the rate is increased in the urban areas where environmental zones are currently established.

The Eurovignette collaboration

Finally, it is proposed that Denmark withdraws from the Eurovignette cooperation, which is a collaboration between Denmark, Luxembourg, the Netherlands and Sweden on a common agreement for period-based road tolls.

It is proposed that the law, with certain exceptions, will become effective on 1 July 2023. The road toll is proposed to become effective on 1 January 2025.

The proposed law has not yet been considered and has been put on the agenda for the first reading on 20 April 2023.
